Children's Budget 2025: Navigating Uncertainty in Policy Design

First Focus on Children releases an annual budget analysis examining federal appropriations across 250+ programs and 11 investment categories—from Early Childhood through International Aid. This publication serves as the definitive resource for policymakers and Congressional staff evaluating federal priorities for children.

I directed the full design and production of this 174-page report across all formats (print, web, social). The 2025 cycle brought an unexpected challenge: the Trump administration's budget proposal lacked granular program-level allocations, leaving advocacy groups struggling to find precise funding data for critical children's programs. Rather than omitting data or presenting gaps, I worked with our Policy team to establish a methodology that extrapolated 2026 projections from actual 2025 spending levels and available fiscal guidance, and to design the publication to make these estimates transparent and trustworthy.

I applied a strategic color system distinguishing each of the 11 investment pillars, paired with visual indicators (arrows, trend lines) that communicated directional shifts from 2021 onward. The design framework accommodated ambiguity without sacrificing clarity, critical when your audience includes legislators making funding decisions.

The outcome was significant: First Focus was lauded by advocacy groups nationwide that had been struggling to obtain precise funding figures for programs excluded from the administration's proposal. The publication became their go-to resource, adopted by Congressional offices and advocacy organizations as the authoritative budget reference, proving that thoughtful visual strategy can fill critical information gaps and build confidence even when underlying data requires careful interpretation.
